UK Seeks Industry Data on Two Brominated Flame Retardants by November 29, 2026: A Leather Jacket Buyer Brief

Oct 21,2026

The UK Department for Environment, Food & Rural Affairs opened a request for information on October 15, 2026, asking companies to submit data on two brominated flame retardants and one group of unintentional by-products by 11:59pm on November 29, 2026.

For leather jacket buyers, the notice is the first public view of which flame-retardant chemistries may face a global restriction, and of the evidence a buyer or supplier can still put on the record.

The request feeds the technical work of the POPs Review Committee, the scientific committee of the Stockholm Convention on persistent organic pollutants. The committee has asked for information covering persistence, bioaccumulation, toxicity and long-range transport.

What the UK Notice Covers

Three entries are named. Two are flame retardants proposed for draft risk profiles: decabromodiphenylethane (DBDPE) together with its related substance 1,1'-ethane-1,2-diylbisbenzene, brominated, and bis (2-ethylhexyl) tetrabromophthalate (TBPH) together with any of its isomers.

The third is a group rather than a product. Polybrominated dibenzo-p-dioxins and dibenzofurans (PBDD/Fs) and mixed polybrominated/chlorinated dibenzofurans (PBCDD/Fs) are not intentionally manufactured, according to the notice.

They form through thermal processes involving brominated flame retardants and other brominated or chlorinated organics, including uncontrolled waste burning and thermal disposal of electronic waste.

For that third entry the committee is drafting a risk management evaluation rather than a risk profile. The draft risk profile for PBDD/Fs and PBCDD/Fs was adopted at the committee's September 2026 meeting, held in Rome from 21 to 25 September 2026.

Why Two Flame Retardants Can Reach a Jacket Order

A leather jacket is not one material. Shell, lining, interlining, padding, coated trims, zipper tape and thread can each come from a different supplier, and only the hide passes through the tannery.

The UK notice records historic global uses for DBDPE that include textiles, alongside electrical and electronic equipment, automotive components and building materials. TBPH is described as used in cable insulation, rigid polyurethane in construction and flexible polyurethane in upholstery.

That is a list of past applications, not a statement about any particular garment. The practical question for a buyer is narrower: does any component in the order contain a brominated flame retardant, and who can confirm it in writing? Linings, foam padding and coated fabric trims are the first places to ask, because they usually sit outside a leather test report.

The Dates and What a Submission Should Contain

Two deadlines run in parallel. The UK request closes at 11:59pm on November 29, 2026, with responses sent to pops@defra.gov.uk. The Stockholm Convention Secretariat set a separate deadline of December 4, 2026 for information submitted under Annex E and Annex F, as its follow-up to the twenty-second committee meeting sets out.

If the draft risk profiles are agreed at the next committee meeting in October 2027, the proposals move on to a risk management evaluation. A listing decision would come later, from the Conference of the Parties, which meets every two years.

Useful submissions describe production, use and presence in articles, potential alternatives, existing risk management measures, emissions, monitoring, costs and any request for an exemption to keep using a substance. The UK notice also states that comments are published on GOV.UK about 2 to 6 months after the closing date and are attributed to a company or organisation name.

A manufacturer that treats its formulation as confidential should review what it sends before the deadline rather than after publication. The same evidence is also what a buyer will eventually ask for, so the exercise rarely duplicates work.

What to Put in the Purchase Order Now

Four changes are worth making before the next order. First, add a substance declaration per component, not per garment, and name the two flame retardants so a supplier answers the actual question.

Second, keep the leather test report and the component declarations as separate documents, since they describe different factories. Third, ask for the declaration to be renewed with each production batch, because a substitute material can enter a repeat order without notice.

Fourth, diarise November 29, 2026 and December 4, 2026. A buyer with evidence on use, alternatives or cost impact can submit it; a buyer without evidence still has time to collect it before any restriction is drafted.

Two earlier files in this series help with the comparison. The EU REACH restrictions roadmap for leather follows a similar logic on the other side of the Channel, and the EU market surveillance findings on tested footwear show how documentation gaps become findings at the border.

Danke, the trading name of Dalian Danke Fashion Co., Ltd, produces men's leather jackets for wholesale buyers and records material details at each stage of the leather jacket manufacturing process.

Buyers who need component declarations tied to a specific order can request them with the order. Specifications and current lead times are available at www.dankeleatherjacket.com, and the export team answers technical questions on WhatsApp +86 13234076432.

Are DBDPE and TBPH banned in the UK yet?

No. Both are at the information-gathering stage. Substances listed in the Convention are generally prohibited from production, marketing or use unless exemptions or acceptable purposes are agreed, but neither flame retardant has reached a listing decision.

Does the notice cover leather itself or the trims?

It describes historic applications rather than garment rules. Check every component: a hide tested at the tannery says nothing about a coated trim, a foam pad or a lining supplied by another factory.

What happens after November 29, 2026?

Defra assesses whether the UK will submit information ahead of the next committee meeting in October 2027, and publishes the comments it received. The Secretariat deadline for the same round is December 4, 2026.
